Can't disable MyZone

Once you enable MyZone, there's no going back.
don't convert if selected TZ is ""
when the user disabled MyZone, the selected time zone was set to "", but
the corresponding check in the REST service was only checking for null
values.
the reason we use "" instead of just removing the property from the
user's property set is that we want to be able to tell if a user has
never set a time zone before (so we can show a pretty banner later on)
