Move to custom CMPR encoding from Wiimms Image Tool

Wiimms Image Tool can be replaced by custom CMPR encoding function.
Information about this compression codec can be found on Google. (please don't use Nintendo confidential documents for implementation)
UPD. I tried to do it by myself. I am too silly and stupid for this.
