Disable App Engine instances of `rubin-obs-api` and `rubin-obs-client`

User story
As the architect of the EDC, I need to disable the Google App Engine instances of the Rubin Obs API and client projects and start removing references to GAE for the Rubin Obs site in the EDC Deploy repo.
Definition of done
I have disabled the App Engine rubin-obs-api and rubin-obs-client instances, disabled the workflows out to GAE, and updated the EDC Deploy code.
I removed and start removing EDC Deploy Terraform code from the title of this Issue so I can create a separate Issue and assign it to the edc-deploy repo.
Next up, I'll be deploying a dummy app to serve as the default GAE instance as App Engine requires a default app, and all will be moving to GKE.
All three environments now have a dummy app as the default app.
