GPTBot IP ranges download error

When downloading from the IP GitHub runners we get an error from CloudFlare (need to pass captcha). And both links do not work:

• https://openai.com/gptbot-ranges.txt
• https://openai.com/gptbot.json

What to do — still not clear. Perhaps we need to write to OpenAI, so that they unblock access to GitHub runners.
But where to write?
