inspire agility does not require LOS to grant to an ally but rather allows to buff any ally present

issue: inspire agility does not require direct line of sight to buff an ally but rather can target any ally in the field similarly to aid protocol.

expected behavior: this goes against every other ability that generally requires line of sight in order to use and unlike the gremlin abilities does not make sense that it can remotely buff allies outside of the user's line of sight.
