ARP has been disabled due to new Permissions

I don't see any changes occurring to ARP, here, yet as of today, Chrome has disabled ARP due to needing new permissions, one of which is the ability for ARP to read and change all data on any website.... I assume it needs permission to read data due to the ability to search the page, but not sure on the change. Also without any changes to ARP here, why has it needed new permissions as of today?

I would prefer that the required permissions depend on whether or not "Page Monitor" is enabled. In my case, I only initiate refresh manually, and would therefore not want to allow "Read and change all your data on the websites you visit". Hopefully that's doable.
