allow instructor to set permissions for other roles

Because every instructor has different preferences re roles and what TA's/graders are allowed to do, it would be useful to allow instructors to set desired permissions for TA's and graders. For example:
View learning plan
Edit learning plan
View learning conditions
Edit learning conditions
Download the excel research report
Edit class settings
etc
