change grader permissions

Currently there isn't an easy way for graders to access the questions/solutions for each assignment. Should edit grader permissions so they can view the learning plan -- they need to view Topics and Preview Assignments and see when assignments are due -- but they should not be able to make any changes. (Currently researchers have this type of permission on the LP page.)
Also, graders don't need to be able access Edit Class or Sections. Their other permissions make sense though.
