Create introductory and navigation pages for Doxygen

The actual experienced produced by the SDK Doxygen page is pretty bad; it's just a blank page, and most of the tabs are unhelpful. This should be curated a bit; an introductory page should be shown to explain that this is the API reference documentation for the SDK, and it should provide navigation to points of interest.
