(playtesting revealed players were using the powerups, but didn't realize they were of limited uses before needing recharges)

It's a major usability bug if testers figure out how to use the powerups, run out of ammo, and then get frustrated that the powerup action stops working.
I find that to be acceptable reasoning. Same goes for the pull request alex is working on, though if he doesn't finish it tonight, I do not think it would be best to demo it tomorrow.
