Support adding & querying metadata on environments

Can be exposed by 'compose-tunnel-agent' which might worth changing to simply Preevy agent.
Such metadata can be:
- Time of creation
- Provider flags (size, region)
- Git Context
- Current services/tunnels (already implemented partly)
- Plugins metadata
This data can be used by Preevy widget/dashboard
