mdmsetup: Minor enhancement to GUI

Currently, if the user makes the mdmsetup window taller, the Theme scrolling box doesn't get any taller. Suggestion: Have the Background and Welcome Message sections gravitate to the bottom of the window, and the bottom of the Theme scrolling box stick to the top of Background, so the Theme scrolling box will get taller as the window gets taller.
I'm using mdm package version 2.0.17+serena.
