What is the current behavior?
I'm referencing the medium tutorial (https://medium.com/lightning-power-users/bitcoin-lightning-joule-chrome-extension-ac149bb05cb9) that utilizes Joule; but that extension has ben delisted and is no longer installable? -

You can still use Joule, you just need to download it. An alternative you could use is https://github.com/Ride-The-Lightning/RTL
I use a combination of Joule and RTL because they each do different things better
