Can not make countersheet twice

I'm running Inkscape 0.92.4 on Linux, but I can only make countersheets once, the second time doesn't do anything.
Actually if I delete the countersheet layer, then I can create it again.
This is not obvious, so I would recommend deleting everything within the page when doing create countersheet, and using the same layer
