libssh2_userauth_publickey_fromfile(session, username, publicKeyPath, privateKeyPath, "") gives -19 error in centos-stream-9

when I was trying to create the SSH tunnel between centos7 to centos-stream-9 it gave -19 error but when with same keys between centos7 to centos7 it work fine I changed the sshd_config also but got same error
this is the sshd_config file
