Last scheduled hard fork time shows a daemon update is needed now

the daemon thinks it is time for a hard fork, just because it has been 6 months since last HF timestamp.
we could disable the warning or make it "lighter".
unless we want to commit to a 6 months hf cycle like monero, but I believe it's a bit too limiting.
I suggest increasing the interval to 12 months for starters.
