Remove the hardcoded TailwindCSS version ref, make it configurable, auto-discover the latest version transparently

cargo-leptos has it hardcoded at v3.3.1 as of today. The latest is already 3.3.3.
- Expose the tailwind version in the config struct (more so that people can 'pin' or downgrade the version.
- Default it to the 'latest'
- Discover the latest available release via anonymous API call to
https://api.github.com/repos/tailwindlabs/tailwindcss/releases/latest
