Add an option to enter the job_completed state when the socket is on, the appliance's job never started, and it's not been used for longer then X seconds

When an appliance's socket is turned on, if the machine never starts a job, the socket stays on for an indefinite time.
We need the option to turn off the socket if in idle mode—some power-saving feature.
