[docs] Add a FAQ on How can I know when recover-cluster finished

As described on #1142 (comment), there is no complete solution with the current latest (1.4.2) so that the workaround described on that issue comment should be added into the official document as a FAQ until the feature which enables users to know when recover-cluster finished will be introduced in.
