[docs][tool] Provide mnesia backup/restore tool which can run without manager nodes

As described on #1156 (comment), there are some use cases that it would be useful to provide standalone mnesia backup/restore tool instead of the current bakcup/restore command implemented in leofs-adm as there are some cases it's impossible to restart LeoManager for some reason (ex. the machine got broken completely)
