Kolibri front-end stops working if kolibri-daemon restarts

If kolibri-daemon is restarted, the front-end will continue to use the previous base_url. Instead, it should detect that Kolibri's base_url has changed and redirect open windows accordingly.
This was fixed in commit 866ad3e.
