When passing FPS = 30, delay is still 2 (like FPS = 50 or 60)

I think it used to work fine and passing FPS = 30 correctly set the delay to 3 hundredths of second, but for some reason, recently, it keeps setting the Delay to 2. I must set it to 3 manually each time or my GIF will be too fast.
