Drop support for LEGO® LOCO

As part of my new goal for PatchIt!, LEGO® LOCO no longer warrants a spot in a LEGO® Racers modding utility.

Remove all LEGO® LOCO code
Update PiP File Format with removal
Update PiP installation to mention removal
Update all documentation with removal
Update website with removal

This issue is now closed. All references to LEGO® LOCO (including the website) has been removed.
