Adopt GenomeInfoDb

This new package http://www.bioconductor.org/packages/devel/bioc/vignettes/GenomeInfoDb/inst/doc/GenomeInfoDb.pdf seems like it could be very useful to adopt to avoid the problem of dealing with different ways to specify the chromosomes.
Will most likely not adopt it before May
