Add capability to track circle's external URL

Per meeting with @dottorer on 05.12.2016.
We need to be able to track and persist the circle's external website/URL. This information should be shown in:
- Map hover over popup
- Probably somewhere in the circle dashboard (we'll be designed/decided later)

P.S. Notice that the long descr caused a scroll bar to appear even if it does not need to be scrolled - fixable?

Do you have some time scheduled for Lale this month? Phillip has offered to help the week of Jan 9th and all work ready by then could be reviewed and merged by him. How does that sound for some of the tickets you have worked on recently?
