Convert to .net core app

- Switch to new csproj
- Use CommandLineParser when 2.0 will be out

CommandLineParser is still in beta and some Microsoft stuff are emerging:

And Sarif SDK needs a .net core version: microsoft/sarif-sdk#587
Sarif SDK is now available in .net standard 2.0.
And CommandLineParser 2.0 is out of beta.
Done partly by commit 2bee1be, but the build need to be converted too and all packages tested.
