Move the existing match_an_apply functions from flow_stats to sdntrace_cp

This issue is to simplify the responsibilities of flow_stats. The idea is to move the matching and applying features from that napp to sdntrace_cp.
- flow_manager matching will not be reused to avoid complex modifications to its code.
