docs: placeholder to augment `2023.1` release notes when `2023.1.1` patches are released

Usually, we don't announce patches (or backported features) on the release notes pages. But, as we discussed on yesterday's meeting, exceptionally for the 2023.1 version, epic_maintenance_v1 will be released as patch 2023.1.1 and since it's important objective then it the release notes page that will be delivered on this issue #55 needs to be augmented also highlighting maintenance and the related changes.
cc'ing @Ktmi, when the patches also land in the future, we'll need this release notes augmented, and then we can send another announcement on our communication channels.
No longer needed since the team as agreed that the rest of epic_maintenance_v1 would be OK to be delivered on 2023.2 instead, the MVP of epic_maintenance_v1 has landed on 2023.1.
