GitHub org workflows to auto remove the `in_progress` label when an issue gets closed

GitHub supports workflows in an organization, it'd be very handy to have the in_progress label getting removed from an issue being closed. Currently, you can also do a search and only include the state:open, but often times it's easy to leave an in_progress behind, especially for issues that are auto closed when a PR lands.
