[Installation lib job] Implement job replacing istio-proxy-reset

Description
Implement istio-proxy-reset job using installation job manager. This implementation should be exactly the same as the one implemented in bash. Tests should be implemented.

Reasons
Getting rid of erroneous helm jobs.
