Mark github.com/ulikunitz/xz as test dependency

It is getting pulled into dependant projects, this is not requireda as the XZ library is only used while testing.
It does not seem to be a thing in Golang ....
Interesting -- perhaps the golang dev team would be interested in considering if 'test-only' dependencies could be marked as such.
