Document a way to use VSCode Go debugger for development

What would you like to be added:
A section in CONTRIBUTING.md to configure VSCode debugger for local development setups.
Why is this needed:
VSCode comes with Go debugging tools (after installing the official Go extension).
We must use these tools to debug through the code and have a much more efficient UX while developing fixes or testing changes using the same.
I have already figured out a way to do this, and I have used the debugger on VSCode for the last issue I worked on.
I'll create a PR for adding a section in CONTRIBUTING.md for the same soon.
