Liaison role documentation

Problem Statement
SIG/WG Liaisons are specified (eg: kubernetes/community#6231), but the specific role requirements and cadences of actions are not.
Proposed Solution
Document the liaison role, include a checklist of expected activities and the timing/frequency of those.

- what is expected frequency of attending/viewing SIG/WG meetings
- how to check meetings are happening on appropriate cadence (ie: must this be manual)
- how to check video playlist is correctly up to date (ie: must this be manual)
- how to judge subprojects are appropriately active
- how to validate WGs are sufficiently reporting to and collaborating with their sponsoring SIG
- how to measure sustainability in the SIG/WG staffing and operations
- does liaison actively assist with annual report: yes
- does liaison guide on requesting funds from CNCF
- gap analysis with SIG/WG leaders on sustainability and plans to address
