Client version should be printed without any dependencies

Bug Report
What happened:
Can't get client version info without default context being set.
$ svcat version --client
Error: could not get Kubernetes config for context "": invalid configuration: no configuration has been provided, try setting KUBERNETES_MASTER environment variable
What you expected to happen:
Version should be printed.
How to reproduce it (as minimally and precisely as possible):
Check kubeconfig is absent and run:
svcat version --client
Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale.
Stale issues rot after an additional 30d of inactivity and eventually close.
If this issue is safe to close now please do so with /close.
Send feedback to sig-testing, kubernetes/test-infra and/or fejta.
