shadowPodgroup will not be deleted

when we create pod、deployment and so on,we will not create podgroup, kubebatch will create a shadowpodgroup and a job in memory. when we delete pod, kube-batch will not delete the shadowpodgroup and job. so there will many unused variable .
Issues go stale after 90d of inactivity.
