digitalocean kubernetes version lookup failing during mgmt provision

What is the issue?
digitalocean mgmt provision from launch up complains that it has no required version. the version should be pulled from a data lookup in do, but it's apparently not resolving, leaving us with a terraform runtime error.

this is going to require a k8s upgrade due to deprecation schedule

expediting 1.26 -> 1.27, will circle back to a full 1.29 upgrade
kubernetes 1.27 fixes this issue and will be included in 2.4.2
