The v1.1.1 release isn't fully there. It needed one thing done before the release:

Bump the version in configure.ac.

And one more step after the release:

Run make dist and upload the resulting gzip3-1.1.1.tar.gz source package to the release.

The latter of course can still be done, but the former kind of needs doing before the tag is in place.

Both of these steps can easily be automated so that the version comes from git tags instead of the config file and source packages are attached to releases automatically.
