Workspace switching behaves very strangely when you have more than one keyboard layout

I'm using Sonoma 14.4.1, and I have 2 additional keyboard layouts besides regular English: English International with Dead Keys; and Hangul (Korean). For this issue, it's enought to have English International with Dead Keys though, apparently.

Once I'm using any of the layouts other than regular English, if I try to change workspaces, nothing happens with my shortcuts (Ctrl + arrows or Ctrl + h or l).

Then, if I do it more "manually", with Mac's three-finger gesture, the screen suddenly blinks with all the workspaces and gestures that had just failed. It seems like all the shortcuts have been queued and stuck, but once I perform the gesture, everything is dequeued all at once.
