Parse population of provinces bigger than 10 (displayed as "X")

For population 10, 11, 12, etc it is displayed as "X" on UI.
For neutral countries the "X" population will not be parsed. I can be certain if "X" means 10, 11, 12 so it is better to leave it as NaN.
