FastaExport and ProfileExport plugins should respect the values of allele_downloads_require_login and profile_downloads_require_login

A login can be forced for ProfileExport by setting jobs_require_login=1 in bigsdb.conf, but as FastaExport does not use the offline job manager this isn't currently restricted.
