Instructions for Windows

Installing chess-tuning-tools on Windows is not straightforward and requires solutions like Anaconda or Visual Studio.
I have tried to enable GitHub Actions for Windows, but it proved too error-prone.
Since many developers of chess engines work on Windows, there should at the very least be some instructions on how to get the library running.
