Debian package libgetopt-declare-perl not now in arch repositories (nor aur).
Install outside of pacman:
$ sudo pacman -Si perl-cpanplus
$ sudo cpan -i Getopt::Declare
other dependencies:
$ pacaur -S perl-string-escape
$ sudo pacman -S git maven diffutils libxml-perl opam jdk8-openjdk clang39
