create doc with datacap flow

Description
create a doc with datacap flow (a .md doc for each poinf):
- LDN clients
- Single clients
- Multisig datacap approval
Objective
Describe what is the path in the application to apply and get datacap (starting from the front end, passing by the repos)
Include what happen when a specific comment get posted (other comment posted by bot? new label? and so on)
for LDN specify that the bot will check remaining dc and post a comment with a new request
This is very good to understand clearly the flow of the app.
This docs will be shared with filecoin team
