NLP Hebrew Section

I found a huge collection for NLP resources in Hebrew at here and here.

@NirantK , should I submit a PR for the section?

@the-ethan-hunt please commit the NLPH link directly to master with an appropriate commit message.

I am not confident about the links at awesome-hebrew-nlp. I see some overlap of that with NLPH. Maybe we can wait for it mature and then include it here?

Let's add NLPH here now and encourage both authors that we'd like them to talk and avoid overlaps.

Please don't create a separate Hebrew section itself now, just add it in other languages section with a good description.
