[BUG] Pandas read_html function failing

Im getting the error lxml not found, please install it when using pandas.read_html

Layer Version ARN:
arn:aws:lambda:us-east-2:770693421928:layer:Klayers-python38-pandas:38

Framework:
AWS Lambda. Python 3.8
