Render Texture dimensions

I don't fully understand what my render texture's dimensions should be if I want to send 1920x1080 NDI
Can I have the Render Texture be 1920x1080? If so what does the 16x8 requirement mean from the documentation? Will I lose some of the height if I did this?
I really appreciate your time on this.
I think I've sort of resolved this in my mind by appreciating that 1080 is divisible by both 8 and 9
