TNCD initialization/"chat" scripts for bringing up TNCs

When TNCD starts up it would be very helpful to have a facility so that an initialization procedure or "chat" script can be run to put the TNC in the right state. Many TNCs nowadays are multi-modal and after certain kinds of resets, there is no way to ensure the TNC will be in KISS mode when the daemon starts up.
