Add IDs to heading elements on Github Pages documentation site

It would be nice to be able to reference a section of the documentation page by linking to a specific anchor tag.
For example, "Showing tooltips programatically" could be referenced by https://kazzkiq.github.io/balloon.css/#showing-tooltips-programatically
