Publish IPC messages for TTS events

See title; this will enable other plugins to reuse this plugin's TTS reads for other purposes.

Last I heard, @marzent was working on this, not sure what the current status is.

Sorry for the long delay; I still have this on my radar and semi-working.
Will try to clean it up a bit next week and create a PR.
