Implement import song page in the setting section.

Instead of let user create the user in the editor like #2143
Guess it's time to make a page to let user able to:
- drag the folder to create the beatmap by folder name
- folder should contains .lrc file, background image and .mp3 file.
Discuss needed if anyone want to make the PR for it.
